Why, is Amsterdam trying to tighten up the marijuana situation?

I am wondering if there are reasons that we are not hearing here in the states, has something happened that is causing this disruption of what seems to me to be a well thought out game plan. If I could only get that situation here in Santa Barbara I would be a Happy Happy Boy
